lib32readline-gplv2-dev software package provides GNU readline and history libraries, development files (32-bit), you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install lib32readline-gplv2-dev
lib32readline-gplv2-dev is installed in your system.
Make ensure the lib32readline-gplv2-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep lib32readline-gplv2-dev *
You will get with lib32readline-gplv2-dev package name, version, architecture and description in a table
